Why This Matters
Beginning January 1, 2027, a new Federal Scholarship Tax Credit will allow donors from anywhere in the U.S. to receive a dollar-for-dollar federal tax credit—up to $1,700—for contributions to qualifying Scholarship Granting Organizations (SGOs).
However, each state’s Governor must opt in by submitting a list of approved SGOs to the U.S. Treasury in 2026.
If Governor Pritzker fails to act, Illinois donors’ scholarship dollars could go to students in other states, potentially costing Illinois families over $100 million in lost support for K-12 students—whether they attend public, private, or home schools.
This is a tremendous opportunity to support student success, educational freedom, and local choice.
Local education foundations could easily re-establish themselves as SGOs—giving donors access to tax credits instead of mere deductions—and use funds to cover tutoring, ACT testing, books, and other academic needs in their districts.
The Next Step
We are also working to place the following advisory referendum on the March 17, 2026 Primary Ballot—to demonstrate public support for Illinois’ participation in this program:
Ballot Question:
Should Illinois opt into a federal program that would provide public K-12, private school, and homeschool students with privately-donated funds for academic needs—such as tutoring and test preparation, educational therapies for students with disabilities, tuition, books, exam fees, or other specified academic needs?
